Active Travel Scheme – Newtown, Tramore – Pedestrian & Cyclist Scheme

In accordance with Article 81 of Part 8 of the Planning and Development Regulations 2001 (as amended), notice is hereby given that Waterford City and County Council proposes to carry out the following development: Pedestrian and Cycle Active Travel scheme along the Newtown Hill and Newtown Glen in Tramore, Co. Waterford. Waterford City & County Council intend to carry out a pedestrian and cycle improvement scheme along the Newtown Hill and Newtown Glen in Tramore.

The scheme comprises of the narrowing of the existing carriageway and provision of new and upgraded pedestrian and cycle facilities within the scheme extents. The implementation of this scheme will create a safer route and environment for all road users with a strong emphasis on non-motorized road users and encourage a modal shift from private car use to more sustainable and active travel options, as part of our actions to reduce transport related carbon emissions. The main elements of the proposed scheme are:

  • Reduction in carriageway width by the provision/improvement of footpaths and cycle lanes and shared surface to encourage reduction in speed and to reduce crossing distances at pedestrian crossings.
  • Provision of adequate width footpaths throughout the scheme.
  • Provision of an adequate cycle-pedestrian shared facility along L4054-0 Newtown road and L-8089-0 Newtown Woods road.

The works will include upgrade of existing footpaths, new footpath construction, new cycle lanes, public lighting, controlled pedestrian crossing points with raised table, build outs, new road markings, upgraded road signage, services diversions, new boundary treatments, accommodation works, and all ancillary works necessary for completion. In accordance with Section 250 of the Planning and Development Regulations 2001 as amended, the Council has carried out an appropriate assessment screening and has determined that an Appropriate Assessment is not required.

In accordance with Article 120 of the Planning & Development Regulations 2001 as amended, the Council has carried out an EIA screening and has determined that an EIAR is not required. Any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment. Plans and more detailed particulars of the proposed development will be available on our website for inspection during the period Tuesday 17th May, 2022 to Wednesday 15th June, 2022 and also in our Customer Services Departments in Bailey’s New Street in the City and Davitts Quay, Dungarvan.

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the proposed development would be situated, may be made in writing, to Ian Ludlow, Staff Officer, Active Travel, Waterford City & County Council, Menapia Building, The Mall, Waterford or by emailing iludlow@waterfordcouncil.ie before 4p.m. on Tuesday 28th June, 2022. Submissions should be clearly marked with “Submission Part 8 Newtown Hill” in the subject line.

Please note that comments, including names of those making comments, submitted to the Council regarding this process will form part of the statutorily required report to be presented at a meeting of the elected members. Accordingly, they may also appear in the public domain.

New Exercise Equipment for People’s Park

Waterford’s People’s Park will soon have new adult exercise equipment following a replacement of the existing equipment which was beyond feasible repair.

Working with Waterford Sports Partnership suitable equipment was selected, tendered and Browne Bros Ltd, Cork were awarded the contract.

Installation is expected approx. mid July 2022. The design of the equipment can be seen in the PDF below and will be located east of the Skate Park.

Three Active Travel Schemes launched in Dungarvan

Waterford City & County Council proposes to undertake the construction works and  crossing / footpath improvements at the Dungarvan locations mentioned below.

The drawings of these schemes are available for inspection above and are also on display in our Customer Services Departments in Bailey’s New Street in the City and Davitt’s Quay, Dungarvan from Tuesday 10th May 2022 to Wednesday 08th June, 2022.

The Council will consider any submissions or observations made in writing regarding the proposal. Submissions should be lodged with Ian Ludlow, Staff Officer, Active Travel Team, Waterford City & County Council, Menapia Building, The Mall, Waterford or

New murals on display at performance space in Fairlane Park, Dungarvan

Waterford City and County Council enlisted The Walls Project (the company behind Waterford Walls) to work with students in four Dungarvan secondary schools to create these murals for the new outdoor performance space in Fairlane Park, Dungarvan.

Facilitating artists Magda Karol and Jorge Ruiz worked with four groups of talented young artists to produce eight artworks to adorn the concrete benches at the space, with a theme of ‘the beauty and heritage of Dungarvan’. The students have produced some fantastic, eye-catching work and really captured the essence of Dungarvan and what it has to offer.

Active Travel connectivity scheme at Mount Pleasant

Waterford City & County Council has recently completed an Active Travel connectivity scheme at Mount Pleasant. The works involved a new footpath, improvements to public lighting, footpath upgrades, line marking, fencing and landscaping.

Each permeability scheme is designed based on local needs and how it will improve your area. Many informal pedestrian routes exist and are used daily by people going to work and kids going to school, many of these routes are neither lit or surfaced – we want to address this and need assistance in identifying areas for improvement.

We are committed to ensuring that each local permeability scheme will enhance the area in which it is installed and we would like to hear your thoughts on schemes including any other changes that may benefit your area.

Official opening of the Bird hide in Tramore – It’s for the birds!

Waterford’s newest bird hide was officially opened by the Mayor of Waterford City and County, Cllr Joe Kelly.

Located at Tramore Nature Park overlooking Tramore back strand, the project was funded by Waterford City and County Council, under the Outdoor Recreation Infrastructure Scheme in partnership with Tramore Eco Group, with financial support from Tramore Tidy Towns.

The location of the bird hide is of particular significance as Tramore’s back strand is an important habitat for a variety of birds, in particular little egrets, oystercatchers, herons, snipes and sanderlings.

With stunning views of the back strand, the bird hide provides shelter for birdwatchers and also houses a bird identification board, displaying over thirty bird species that frequent the area. This is particularly useful for school groups and anyone wishing to identify the various birds that they might see in the area.

Mayor of Waterford City and County Cllr Joe Kelly commended the collaborative work of Waterford City and County Council, Tramore Eco Group and Tramore Tidy Towns.  “These groups have worked towards the common goal of getting this fantastic facility over the line.”

“Not only is the bird hide a wonderful addition to the landscape of Tramore, it is ergonomically designed and complements its surroundings.  I’m confident that it will be a big draw to birdwatchers from not just Waterford, but from all over the country.”

The outer wall is constructed from stone gabions with sedum grass and wildflower roof that blends in well with its surrounds, helps extend the roof life and also has ecological and environmental benefits.

The bird hide was designed by Waterford firm Bryan McCarthy & Associates, constructed by Liam Whelan Plant Hire Ltd., and Jim Wilson of Wildlife Ireland designed the Bird Identification sign.

Let Dandelions Bee!

Let Dandelions Bee! is a campaign to let dandelions bloom for a short few weeks to help feed bees this Spring. They are our wild bees’ most favourite food. Help halt the bee decline by simply leaving dandelions to grow in your garden this March and April.

The best way to help our bees this year is to do nothing!

Waterford Council secures prosecution under Waste Management Act 1996

In a sitting of Clonmel District Court on April 5th 2022, Waterford City & County Council secured a prosecution against two unauthorised waste collectors for the illegal collection and subsequent burning of waste on land near Clonmel, in Co Waterford.The illegal waste activity, first reported in July 2020, occurred in a rural area 4km from Clonmel.  Having advertised their services through social media, received payment for collection of the waste, it was subsequently brought back to an unauthorised site and burnt.

Prosecutions were also taken against the owner of the land, and the mother of one of the collectors for allowing the activity on her land, but Waterford City & County Council subsequently dropped this prosecution as both accused plead guilty.

In sentencing, Judge O’Shea described the activity as “abhorrent” and said that without the mitigation of the guilty plea, the offence would have warranted “an immediate custodial sentence”.

Both waste collectors were sentenced to 4 months in jail, suspended for 18 months, in addition to a €1,000 fine, and €1,500 in costs each.Speaking following the judgement, Waterford City & County Council’s Senior Executive Engineer, Niall Kane said, “This case shows the total disregard for the environment that illegal waste collection means.  Uncontrolled burning of waste in your home or garden can damage your health, as well as that of your children and your neighbours. Such illegal practices lead to the release of toxic dioxins – a real hazard for people’s health and the environment.”

Tree planting to mark National Tree Week 2022

National Tree Week 2022 was marked with a tree planting in the Six Acres park in Farronshoneen by the Mayor of Waterford City and County, Cllr. Joe Kelly.

This year the National Tree Week theme was ‘More Forests for a Greener Future’, which aims to highlight the many benefits of forests for Ireland’s climate and biodiversity agendas, for green recreation spaces and for sustainably grown wood.

A number of native species such as Ash, Beech, Rohan, Birch, Oak and Alder were supplied to Waterford City and County Council by the Tree Council of Ireland and these saplings were distributed to schools across County Waterford.

Each year National Tree Week sees events organised across the country celebrating all things trees, from the more hands-on community tree planting experiences to taking some time out to learn more about trees. National Tree Week is an ideal time to learn more about the important role trees play in helping to stop climate change by removing carbon dioxide from the air, storing carbon in the trees and soil, and releasing oxygen into the atmosphere.

Mayor of Waterford City & County Council Councillor Joe Kelly explained, “I’m delighted to take part in this tree planting. Trees are such an important resource in tackling climate change. National Tree Week is all about communities coming together to celebrate trees and it’s great that people can once again get together to plant trees and celebrate all the many benefits trees that have to offer.”
