WCCC 24/141 Housing

Request for Expressions of Interest for the provision of affordable housing through advance purchase turnkey acquisition.

Waterford City & County Council are seeking expressions of interest for the delivery of new dwellings for affordable housing in Waterford City, in accordance with the provisions of The Affordable Housing Act 2021.

In this call, home builders and housing developers are being asked to consider offering properties with planning permission to local authorities under an advance purchase turnkey arrangement. Payment will be on completion. Please note that the requirements under Part V of the Planning and Development Act 2000 as amended will apply in the normal way to all proposals.

The Affordable Housing Act 2021 provides for Local Authorities to acquire, build or cause to be built, affordable dwellings that can be subsequently sold to eligible applicants (assessed by Waterford City & County Council) through direct sales agreements between purchasers and developers.

The Affordable Housing Fund funded by the Department of Housing, Local Government and Heritage will provide a subsidy (based on set criteria as outlined below) that will reduce the cost of a home for first time buyers or those seeking a fresh start. Waterford City & County Council will retain an equity stake of up to 30% of the dwelling.

All submissions made under this Expression of Interest will be assessed and approved by the Housing Agency and the Department of Housing, Local Government and Heritage.

The Local Enterprise Office, Waterford is seeking Expressions of Interest from suitable individuals to serve (pro bono) on its Evaluation and Approvals Committee (EVAC). This
7-person committee meets 4 to 6 times each year to evaluate applications for financial support from people with a business idea, to start up businesses and for businesses that are growing, based in Waterford, that meet certain criteria.

We are seeking Individuals with specific areas of business expertise in
• entrepreneurship,
• knowledge of markets/sectors/technology
to join the EVAC.

Call for Expressions of Interest : St. Joseph’s House Development

Waterford City & County Council are delighted to announce that works are nearing completion on the landmark St. Joseph’s House Housing Development in Waterford City centre.

St. Joseph’s House is a state of the art age friendly housing development that will deliver 71 dwellings for residents aged 55 and over in a modern, spacious and distinctive setting, right in the heart of Waterford City.

Fifty 1- and 2-bed dwellings are located in the main building and twenty one dwellings are located in the various clusters of outbuildings on the site. This is a unique opportunity to live in this location; each dwelling is provided fully furnished, as shown in the attached video, and the views of the surrounding city scape are among the best in the city.

Expressions of Interest : Mobile Tea / Coffee offering

Waterford City & County Council invite submissions from interested parties for the operation of a temporary mobile tea/coffee offering on the Millennium Plaza, The Quay, Waterford.

It is intended to locate the Greenway beginning / end at the Millennium Plaza.

Signage directing Greenway visitors to the plaza and the installation of bicycle racks for bike parking will be undertaken in the coming months by Waterford City & County Council.

Survey regarding Community Recognition Fund 2023 launched

The Community Recognition Fund 2023 (‘the Fund’) aims to support the development of community infrastructure and facilities in recognition of the contribution being made by communities across the country in welcoming and hosting significant numbers of arrivals from Ukraine and other countries.

The funding is specifically targeted at projects that are located in communities, towns and villages where the highest levels of new arrivals are located – see target areas below.  Projects must be capital in nature and cannot be used to fund or co-fund existing financial commitments from any Government Scheme already approved.

Waterford City & County Council would like to have your input of what community capital projects you would like to see developed or enhanced under this fund.   Projects must directly address local needs and be capable of being delivered over the course of 2023 and early 2024.

Waterford City & County Council will consider all survey submissions before submitting a funding proposal application to the Department of Rural & Community Development.

Target areas:

Areas that have or will host greater than 50 arrivals from the Ukraine and other countries will receive Priority 1 status when assessing submitted projects.   Those areas are:     Waterford City, Tramore, Dungarvan, Lismore & Tallow.

Areas that have or will host greater than 10 arrivals will receive Priority 2 status as follows:  Kilmacthomas, Kilmeaden/Ballyduff Lower, Ballymacarbry, An Rinn, Ardmore, Cappoquin, Faithlegg, Passage East & Dunmore East.

Call for supply of Waterford corporate gifts

The Local Enterprise Office is making a public call out on behalf of Waterford City & County Council, seeking expression of interest to supply corporate gifts

Every year the Council presents dozens of corporate gifts to dignitaries visiting our City and County. The gifts are also brought when Waterford officials are visiting other countries on behalf of the county. Corporate gifts representing our heritage have travelled all over the world, in recent times to countries such as Germany, Spain, Norway, Ukraine and China.

At the launch of the appeal, Honor Dunphy of Corporate Services with Waterford City and County Council elaborated on the importance of these gifts, “These are more than just token gifts presented to visitors, they are expected to be a representation of what is best about our City and County. The wealth of heritage that comes with the Waterford name and its international prominence makes the choice of these corporate gifts extremely important. They travel all over the world and are given to only the most influential guests. We take it very seriously and expect our suppliers to also.”

The procurement of these gifts by Waterford City and County Council is not only an honour for the suppliers, but it can also be a lucrative source of income and international publicity. Brid Kirby of the Local Enterprise Office Waterford explains what it entails, “Waterford’s craft and design industry has a rich heritage but is also currently extremely vibrant. We at the LEO have a wide range of local craft clients with international reputations and renown. But we are aware that there might be other businesses not on our radar who could fulfil this requirement. We wish to cast the net wide and see what is on offer.

“We are looking for a range of non-perishable corporate gifts which represent our county at its best to be given to visiting dignitaries or brought abroad as gifts on civic trips.”

The Department of Corporate Services will ultimately select which local suppliers will provide this service, but for now the Local Enterprise Office is seeking expressions of interest from Waterford businesses who think they have product which would be suitable.
