Notice of Consideration of setting a Local Adjustment Factor

lpt logoThe Finance (Local Property Tax) Act 2012 (as amended), makes specific provision that elected members of a local authority may pass a formal resolution to vary the basic rate of the Local Property Tax for their administrative area by a percentage known as the local adjustment factor. The members of Waterford City and County Council meet each year to consider this matter. They may set a local adjustment factor within the range of +/- 15% of the basic rate, or may decide not to adjust the basic rate.

Annually, Waterford City and County Council invites written submissions from the public on this issue, specifically focusing on how changing the basic rate of the Local Property Tax might impact businesses, individuals, and local council services.

Ballynaparka Riverbank Maintenance: Public Notice

Viewing East from Clareen Bridge- build-up of mud and wood detritus has constricted river flow and leads to road flooding.

Waterford City and County Council are proposing three essential projects focused on the maintenance and repair of riverbanks. These projects are planned for specific areas along the Owennashad River at Carrignagower Picnic Area, the Ballynaheeny Bridge, and the Ballynaparka/Goish River where build-up of mud and wood detritus has constricted river flow and leads to road flooding.

These proposals are subject to assessment under the European Union (Birds and Natural Habitats) Regulations 2011. The Council will determine whether the proposed works could potentially impact the integrity of any European sites.

To ensure transparency and public participation, Natura Impact Statements and detailed maps of the proposed projects are available for public viewing. These documents can be accessed online via the Waterford City and County Council’s website. Additionally, they can be viewed in person by appointment at the Civic Offices in Dungarvan.

For those interested in obtaining hard copies, they can be purchased at a reasonable fee. The Council encourages public engagement, inviting submissions or observations regarding the projects within 30 days of this notice. Submissions can be sent via email or traditional mail to the relevant offices.

The public may make submissions or observations in writing concerning the proposed projects (within 30 days from the date of this notice) to Waterford City and County Council. Submissions or observations may be sent by email to the following email address: bguest@waterfordcouncil.ie

Public Consultation – Tramore Ring Road Pedestrian & Cycle Improvements

Waterford City & County Council proposes to undertake the construction of a 3km long pedestrian and cycle improvement scheme along the R675 Tramore Ring Road between Riverstown Roundabout and Newtown Roundabout, Tramore.

The proposed works include:

  • Construction of a dedicated two-way cycle track separated from vehicle traffic by a raised kerb or grass verge.
  • Junction tightening measures along the route.
  • Upgrade of 5no roundabouts to improve safety for pedestrians and cyclists.
  • Construction of 3 No. signal-controlled pedestrian crossing points as indicated on the drawings.
  • Improving connections to existing footpaths and estates at various locations as indicated on the drawings.

The objective of the scheme is to prioritise pedestrian and cycle movements over vehicles and to provide a safer and more attractive connection between the three primary schools, the secondary school, sports ground, and the numerous housing estates along the scheme extents.

The drawings together with the information leaflet are available for inspection on Waterford City and County Council’s consultation portal at consult.waterfordcouncil.ie and is also on display in our Customer Services Departments in Bailey’s New Street in the City and Davitt’s Quay, Dungarvan from Tuesday 3rd October 2023 to Tuesday 31st October 2023.

The Council will consider any submissions or observations made in writing regarding the proposal.

Waterford City and County Council, in partnership with Portlaw Town Team, is pleased to announce the launch of the public consultation on the draft Portlaw Town Centre First Plan.

The plans will be on display in Portlaw Library and all are invited to an event to discuss the Town Centre First Plan and to celebrate the potential of Portlaw on Malcomson Square, between 12pm – 5pm on Saturday 23 September 2023.

Portlaw has been selected as one of 26 towns in Ireland to participate in this new initiative from the Irish Government.

The Draft Town Centre First Plan presents a vision for the future of Portlaw and a series of projects suitable for funding applications. The draft vision statement for Portlaw reads:

“As Ireland’s first model village and an inspiration to many, Portlaw was planned as the best possible place in which to live and work. With our unique streets, our waterways and woodlands, Portlaw is a special place with a story to tell. Today we look back with pride and forward with confidence, rediscovering and renewing Portlaw’s pioneering ambition for the town and all its people.”

The draft plan has been developed by the Portlaw Town Team, composed of local residents and business owners, with input from elected members and has been facilitated by urban designers, The Paul Hogarth Company and Hall Black Douglas architects. It includes proposals for new community facilities, active travel connections and civic spaces, all designed to complement the future restoration of Mayfield House and the former Tannery.

Chair of the Portlaw Town Team, Paudie Coffey explained that:

“We have been working hard over the past few months to prepare this plan for Portlaw, which builds on many years of work to improve the town and also on the recommendations of the 2022 Community Strategic Plan.”

Welcoming the public consultation process, Cathaoirleach of Comeragh District Council, Cllr. Seánie Power said that:

“The Council is delighted to be involved in this new planning initiative and that Portlaw – with its wonderful history, heritage and environment – is included as one of the pilot towns. It is now over to the people of Portlaw to take a look at the draft plan, give your feedback and share your ideas. The results will, hopefully, include a number of positive projects for the town and a period of significant regeneration and development”.

Waterford City and County Council is preparing a Local Authority Climate Action Plan.

We’re looking for your input into our Local Authority Climate Action Plan. Help us shape appropriate actions to facilitate and enable effective climate action at a local and community level. Our Plan is currently in draft, and the final version will be adopted by our Elected Members before 23rd February 2024.

The Council has been at the forefront of climate action in Waterford for many years. It plays a significant role in the delivery of mitigation and adaption measures at the local level.

Purpose of the Plan:

  • To deliver on national obligations to achieve the National Climate Objective of becoming a Climate Resilient, Biodiversity Rich, Environmentally Sustainable and Carbon Neutral Economy by no later than the end of 2050.
  • To deliver and promote evidence-based and integrated climate action by way of adaptation and mitigation measures, centred around a strong understanding of the role and remit of the local authority on climate action.

  • Submissions will be accepted online or via post.
  • All submissions must be received before 5pm on 16/06/23. The contents of your submission may be published.

Proposed Development at Ballynacourty Greenway

Notice is hereby given that Waterford City and County Council propose to carry out the following development at Ballynacourty Greenway.

In accordance with Part 8, Article 81 of the above Regulations, Waterford City & County Council hereby gives notice of proposals to carry out the works associated with above development in the townlands of Kilgrovan and Ballynacourty, Dungarvan, Co. Waterford.

The objective of the works is to upgrade the section of the Greenway from Clonea Road to Ballinclamper to a Greenway standard.

The development will consist of:

  • Improvement works to the existing pathway by widening the path and by carrying out some drainage works along the route:
    – Widening southern section between L7010 Ballinard and L7011 Ballinclamper Road adistance of approx. 450 metres to 3 metres wide.
    – Widening the northern section between L7011 Ballinclamper Road and L3011 Clonea
    Strand Road a distance of approx. 630 metres to 2.5 metres wide.
  • Provision of a pedestrian crossing on the L-7011 at Ballinclamper and improvement of the sight lines at this crossing.
  • Provision of one agricultural crossing point along the route which will be formed by way of gated access.
  • Connecting two of the main car parks serving the Clonea Strand Blue Flag Beach at
    Ballinclamper and at Ballinard with a new pathway between the Greenway and the car park.
  • Addition of a new picnic and amenity area at Ballinclamper car park on Council owned lands which will include some surfacing works.
  • Enhancement of the existing amenity area/bike parking at Ballinard car park.

Plans and particulars of the proposed development will be available for inspection at Waterford City & County Council, Customer Care Desk, Civic Offices, Dungarvan, County Waterford between the hours of 9:30am to 4:00pm Monday to Friday for the period 9th of May – 6th of June 2023 inclusive (excluding Bank and Public Holidays).

The proposed development has undergone Appropriate Assessment Screening under the Habitats Directive (92/43/EEC) and the Planning and Development Act 2000 as amended, and the Planning Authority has determined that a Stage 2 Appropriate Assessment is not required in this instance. In addition, the proposal has also undergone screening for Environmental Impact Assessment under the EIA Directive 2014/52/EU (and the relevant provisions of the Planning and Development Act, as amended), and the Planning Authority has determined that there will be no likelihood of significant effects on the environment arising from the proposed development and, therefore, an Environmental Impact Assessment is not required.

In accordance with Article 120 (3) of the Planning & Development Regulations (as amended), any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.

An Ecological Impact Assessment (EcIA) has been carried out to assess any potential adverse impacts to the local ecology. The EcIA report is appended to the Part VIII Application.

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area shall be made in writing to:

All comments, including names of those making comments, submitted to the Council in regard of this scheme will form part of the statutorily required report to be presented at a meeting of the elected members. Accordingly, they will also be included in the minutes of that meeting and may appear in the public domain.
