From time to time, Waterford City & County Council asks for the public's input and opinion on proposed developments in Waterford. Different projects and plans may have periods of public consultation, during which members of the public can make observations on proposed developments or can contribute ideas to proposed projects.

Projects regarding which the public's opinion/consultation is currently requested are listed below:

Part 8 - Digital Transformation Hub, O'Connell St., Dungarvan

CONSULTATION TYPE: SUBMISSIONS / OBSERVATIONS ACCEPTED
CONSULTATION END DATE: Monday 22nd January 2024, 4pm

Notice is hereby given that Waterford City and County Council propose to develop a Digital Transformation Hub at 18, 19 & 20 O’Connell Street, Dungarvan, Co. Waterford, X35 K283. 18 O’Connell Street is a protected structure RPS DV740159 and 19 O’Connell Street is protected structure RPS DV740078.

In accordance with Part 8, Article 81 of the above Regulations, Waterford City & County Council hereby gives notice of proposals to carry out development works at 18, 19 & 20 O’Connell Street, Dungarvan, Co. Waterford, X35 K283.

The Dungarvan Digital Transformation Hub (DDTH) shall include reception, meeting/conference and training spaces, tea/coffee area on ground floor with office accommodation on first and second floor and a rear entrance with commercial unit;

The development will consist of:

  • Building conservation and refurbishment works to 18 & 19 O’Connell Street for office accommodation on ground, first & second floor;
  • Works to the rear of 18 & 19 O’Connell Street to provide for universal access, WCs and ancillary accommodation;
  • New 3-storey infill at No. 20 O’Connell Street with main entrance, reception on ground floor and open plan office space on first and second floor.
  • New single storey structure to the rear of No. 20 O’Connell Street with multipurpose spaces for meeting/conference, working/training, digital demonstration, and exhibition.
  • Refurbishment of existing stone outbuildings for office and meeting spaces;
  • New rear entrance from public space at Dungarvan Shopping Centre;
  • New single storey commercial unit to the rear of the site, located at the entrance from public space at Dungarvan Shopping Centre;
  • Hard and soft landscaping to rear courtyards;
  • Provision of plant room spaces associated with mechanical & electrical installation.
  • ESB Substation and electrical switch room to the rear of the site;
  • Connection to existing site services;
  • Sustainable urban drainage and all ancillary site works.

Plans and particulars of the proposed development will be available for inspection or purchase at a reasonable fee not exceeding the cost of making a copy, at: Customer Care Offices, Civic Offices, Davitt’s Quay, Dungarvan, Co. Waterford; and Customer Care Desk, Baileys New Street, Waterford City between the hours of 9:30am to 4:00pm Monday to Friday for the period 1st December 2023– 8th January 2024 inclusive (excluding Bank and Public Holidays).

The proposed development has undergone Appropriate Assessment Screening under the Habitats Directive (92/43/EEC) and the Planning and Development Act 2000 as amended, and the Planning Authority has determined that a Stage 2 Appropriate Assessment is not required in this instance. In addition, the proposal has also undergone screening for Environmental Impact Assessment under the EIA Directive 2014/52/EU (and the relevant provisions of the Planning and Development Act, as amended), and the Planning Authority has determined that there will be no likelihood of significant effects on the environment arising from the proposed development and, therefore, an Environmental Impact Assessment is not required. In accordance with Article 120 (3) of the Planning & Development Regulations (as amended), any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment.
                                                                                                                       
The proposed development includes works to 2 No. protected structures and is located within the Dungarvan Architectural Conservation Area (ACA) and an Architectural Heritage Impact Assessment has been prepared to accompany the proposal.
                                                                                                                       
Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area shall be made in writing to the Director of Economic Development, Waterford City & County Council, The Mall, Waterford to be received on or before 4pm on the 22nd January 2024 and should be clearly marked Dungarvan Digital Transformation Hub or by email to projectsteam@waterfordcouncil.ie
                                                                                                                       
Section 251 of the Planning and Development Act, 2000 (As Amended) extends time limits in relation to the planning application process over the Christmas period. Accordingly, all time limits specified in connection with the planning application process, including time limits relating to the maintenance of Site Notices and receipt of submissions or observations (Articles 20 and 29 of the Planning and Development Regulations, 2001 (As Amended)) are extended by 9 days.
                                                                                                                       
All comments, including names of those making comments, submitted to the Council in regard of this scheme will form part of the statutorily required report to be presented at a meeting of the elected members. Accordingly, they will also be included in the minutes of that meeting and may appear in the public domain.

Part 8 - Ardmore Relief Road and Water Activity Centre

CONSULTATION TYPE: SUBMISSIONS / OBSERVATIONS ACCEPTED
CONSULTATION END DATE: Monday 22nd January 2024, 4pm

Notice is hereby given that Waterford City and County Council propose to develop a Relief Road connecting the R673 to the L2107, a Car Park, and Water Activity Centre facilities at the seafront in the Townland of Duffcarrick, Ardmore.

In accordance with Part 8, Article 81 of the above Regulations, Waterford City & County Council hereby gives notice of proposals to carry out development works in the Townland of Duffcarrick, Ardmore, Co. Waterford to provide a Relief Road, Car Park and Water Activity Centre facilities.

The development will consist of:

  • A Relief Road connecting the R673 to L2107 at the seafront.
  • A Car Park: Amendment to the current layout and extension thereof.
  • A Water Activity Centre providing changing facilities, showers and beach wheelchair storage.
  • Other works will include the provision of a plant room utilising sustainable technologies and adjustment of public footpath to incorporate proposals.
  • Ancillary Works to the promenade.

Plans and particulars of the proposed development will be available for inspection or purchase, at a reasonable fee not exceeding the reasonable cost of making a copy, at: Customer Care Offices, Civic Offices, Davitt’s Quay, Dungarvan, Co.
