What is the "Room for a Student" scheme ?
The “Room for a Student – Local Authority Tenancies Scheme” offers local authority tenants an opportunity to rent out a room to third-level students, promoting accessible student housing while generating extra income for tenants.
Rooms may be let by way of licence agreement between the tenant (the licensor) and the student (the licensee) with the approval of Waterford City & County Council.
Both tenant and student must apply separately to the local authority, ensuring that the arrangement is suitable and meets various conditions, such as compliance with tenancy agreements and taxation regulations.
How Do I Apply ?
Under this scheme, the arrangement between tenant and student is defined as a license rather than a formal tenancy. This means the student does not gain tenancy rights and the tenant retains full control, including the right to revoke the license if necessary.
Additionally, the scheme sets requirements on both parties, such as proof of enrolment for students and maintenance of property standards for tenants. The local authority plays a role in approving participation but does not mediate disputes between the tenant and student, emphasising that issues must be resolved directly by the involved parties.
