Waterford Integration Strategy for Migrant Communities

The Waterford Local & Community Development Committee (LCDC) along with partner agencies, are preparing a three-year strategy to promote the integration of migrants who live and work in our city and county.  The purpose of the strategy is to make Waterford a more welcoming and inclusive place, and to eliminate all forms of prejudice and intolerance.

As part of this process, Dr Breandán Ó Caoimh and Margaret Ward have been engaged to independently undertake a two surveys:

  • A survey of migrants (first and second generations) who live or work in Waterford (available in various languages).
  • A survey, open to all, to measure attitudes to various nationalities, ethnic and social groups in Waterford

Road Closure arrangements for Harvest Festival 2019

Waterford Council propose to close the following roads to through traffic during the times specified below on Thursday, Friday, Saturday, Sunday and Monday, 5th to 9th September, 2019 to facilitate the Waterford Harvest Festival 2019.

  • L5532 Arundel Square
  • L5531 Peter Street
  • L15237 Michael Street (from its junction with Patrick’s
    St. to Lady Lane)
  • L91092 Broad Street
  • L91091 Barronstrand Street
  • L90352 George’s Street
  • L90353 Blackfriars Lane
  • L90354 Arundel Lane
  • L90355 Little Patrick Street
  • L55301 Bakehouse Lane
  • L1525 Patrick Street
  • L1502 O’Connell Street
  • L1528 Johns Street (Applemarket)

Traffic Diversions
A comprehensive Traffic Management Plan will be in place from the start of the road closures and all alternative routes will be signposted.  All traffic seeking to enter the City Centre from Ballybricken Green shall have to divert to the Cork Road via
Mayors Walk or to The Quays via St. Patricks Terrace.  NO through traffic will be permitted past the Mayors Walk onto Patrick Street. Entry to Patrick Street
will be controlled by security and will be available only to Taxis, Residents of Alexander Street, Stephen Street & Carrigeen Park and to Emergency Vehicles.
Access to Alexander Street shall be via Stephen Street, with egress via Lady Lane. The traffic direction on the section of Lady Lane from Michael Street to Bakehouse Lane shall be reversed for the duration of the road closures.  Traffic wishing to access the Quays from O’Connell Street & Jenkins Lane on the night of Friday 6th September will be diverted via Thomas Hill & Sargeant’s Lane onto Gladstone Street.

Emergency Access
Access will be maintained for the emergency services at all times.

Local Residents
As on street car parking on the above streets will be unavailable during the event car owners who reside on the affected streets will be asked to relocate to other area of the city. Any vehicle found parked in such areas will be impounded and will be subject to a release cost. Access to Spring Garden Alley will remain as normal through the rising bollards. However on Sunday between 12pm and 6pm all traffic within Spring Garden Alley must exit via Conduit Lane.

Deliveries
All businesses within the cordon area are being asked to avoid, if possible, deliveries to and from their premises during the festival period. No unauthorised vehicles will be allowed within the site area between the hours of 8am – 9pm.

Car Parking
Access to all city centre car parks will be unaffected.

Public Transport
Buses: The following Bus Routes will be affected:
W4 – Peter Street to Browns Road.
Full details will be made available closer to the event from Bus Éireann.
Taxis:
Arising from the closure of Peter Street and Arundel Square the Peter Street Taxi Rank shall be closed for the duration of the Road Closure and a Temporary Stand shall be installed in Patrick Street. Signage within City Square Shopping Centre and at Peter Street will direct users to the Temporary Stand.

Final Reminder: Part 8 Development of a New Transport Hub on North Quays

In accordance with Article 81 of Part 8 of the Planning and Development Regulations 2001 (as amended), notice is hereby given that Waterford City and County Council proposes to carry out the following development:

Construction of a new Transport Hub to include;

  • A Rail station to replace the existing Plunkett Train Station along the existing Waterford City to Rosslare Iarnród Éireann railway (active only to Belview Port);
  • Re-configuration to the layout of the existing Bus Éireann depot site;
  • Construction of additional parking for Bus Éireann at an adjoining site (former Dunlop site);
  • Construction of drainage network upgrades along the Dock Road and in the vicinity of the Transport Hub and construction of flood defences along the southern boundary of the Iarnród Éireann railway. The proposed development will be carried out in the townland of Ferrybank, Waterford.

The works to complete the development will comprise the following:

  • Site clearance to include demolition of the existing railway overbridge at the site, Top Oil Service station, a single storey commercial unit, level crossing signal cabin and part of Bus Éireann Depot Boundary wall;
  • Construction of a train station over a portion of the existing Waterford City to Rosslare railway, comprising:A station building with floor space of 800m2 (internal) and 400m2 (covered external) that will comprise a concourse/waiting area, welfare facilities, a retail space 30.71m2, all associated facilities and a 22m long covered footbridge/concourse over the railway line located at the eastern end of the platforms (that will facilitate connection/integration with future development associated with the North Quays Strategic Development Zone (NQ SDZ);
  • A footbridge spanning 16.6m over the railway at the western end of the Transport Hub to facilitate connection/integration with future development associated with the NQ SDZ;
  • An external canopy structure approximately 105m long facing Dock Road with 15 no. flagpoles, facing a new set down and entrance ‘north plaza’ area.
    Two platforms measuring approximately 200m in length accessed through the east footbridge via the station building;
  • Emergency access from the southern platform, westwards along the rail line, to lead into the North Quays Strategic Development Zone.
  • Road and Drainage improvements and associated public realm works along 710m of the Dock Road Fountain Street (R711).
  • Construction of approximately 840m of flood defence systems along the southern boundary of the existing Iarnród Éireann railway corridor;
  • Construction of pick up and drop off public parking facilities to the east of the station building, comprising approximately; 16 no. car set down spaces, 7 no. taxi set down spaces, 4 no. coach set down spaces and bicycle parking
  • Re-configuration of parking in the existing Bus Éireann Depot and construction of replacement spaces to the east of the existing bus depot site connected to the existing Bus Depot by way of an internal road
  • Works comprising the integration of the Waterford to New Ross Greenway across the site;
  • Upgrades of drainage & foul sewer infrastructure along Dock Road and in the vicinity of the Transport Hub to facilitate future development;
  • Public realm improvements including lighting and landscaping;
  • Provision of boundary treatment and accommodation works and all ancillary works.

In accordance with Article 120(1)(b)(i) and Section 250 of the Planning and Development Regulations 2001 (as amended), Waterford City and County Council has carried out an Environmental Impact Assessment Screening and Appropriate Assessment screening and has determined that an Appropriate Assessment and Environmental Impact Assessment is not required in respect of this proposed development.

Plans and particulars of the proposed development will be available for inspection or purchase at a reasonable fee not exceeding the reasonable cost of making a copy, at the following locations, between the hours of 9.30 am to 4:00 pm Monday to Friday for the period 26th July to 23rd August 2019 inclusive (excluding Bank and Public Holidays):

Illegal Dumping from cliff in UNESCO Global Geopark

Waterford City and County council were recently made aware of this disgraceful case of illegal dumping in the UNESCO Copper Coast Geopark.

This is also located is the Mid Waterford Coast Special Protection Area for birds. We believe that this dumping has come from an unauthorised ‘Man in the Van’ type operator who collects rubbish from people and then dumps it indiscriminately.

In that case, not only can this illegal waste collector be prosecuted but the person who gave them their waste can also face fines of up to €5,000.

If you suspect you may have unintentionally availed of the services of an unauthorised collector, contact the environment section of the council on 0761 10 20 20 or by contact@waterfordcouncil.ie, in case your waste is also found dumped like this.

Temporary Road Closures – Browns Lane and Castle Street, Waterford

Notice is hereby given that Waterford City and County Council, in exercise of its powers pursuant to the Road Regulations 1994 Part 8 (7b), will extend the closure of the following road from 30th August to 16th December, 2019 to facilitate New Road Construction.

Roads to be closed

  • L90033 Browns Lane and L90031 Castle Street.

Diversion Route

  • Traffic will be diverted via L1512 Barrack Street, L5516 Manor Hill, L5517 College Street and L5515 Hennessys Road.

Waterford Business – Do Your #BITT to support Waterford’s Tidy Towns 2020 bid

Waterford Tidy Towns, Waterford Chamber of Commerce and Waterford City and County Council are joining forces to encourage all Waterford City Centre businesses to be part of an exciting collaboration to invest in the presentation of the City Centre to support Waterford City’s bid for Tidy Towns 2020.

#BITT (Businesses Invested in Tidy Towns) will be launched at 5pm on Friday 6th September as part of the Waterford Harvest Festival in Arundel Square. The Charter Scroll, unveiled at the launch, will showcase how the majority of City Centre businesses have agreed to come on board. #BITT is a unique initiative and is an example of collaboration between Waterford Chamber, Waterford Council, Tidy Towns and the businesses which have committed to:

  • Working with the community to bring about improvements in the City Centre environment
  • Foster civic pride
  • Support Waterford City’s bid for Tidy Towns.

Please support the bid by doing your #BITT and signing up to the Tidy Towns Charter. Each committed business will be listed on the Master Charter on permanent display in the magnificent Port of Waterford building on George’s Street where the Waterford Chamber offices are located. Waterford City and County Council proposes to undertake the construction of traffic calming scheme in the form of a raised table area to reduce the speed of vehicular traffic near the entrance of St. Declan’s Community College Secondary school, Kilmacthomas along the R677, Tech Road. A controlled crossing point in the form of Traffic Lights exists at this location and will be retained. The main goal is to reduce vehicular speed at an existing controlled crossing point which is used regularly and in particular more frequently during school opening and closing hours. The implementation of the traffic calming scheme will create a safe environment for all road users with a strong emphasis on non-motorized road users.

Drawings are available for inspection below and during normal office hours from Wednesday 31st July to Tuesday 27th August, 2019 at the Council’s Customer Services Departments in the Civic Offices, Dungarvan and Bailey’s New Street, Waterford.

The Council will consider any submissions or observations made in writing regarding the proposal. Waterford City and County Council’s Local Agenda 21 Community Environment Action Fund 2019

Do you have a project or idea that could increase awareness of environmental issues in your local community or could help your community to become more sustainable?

If so, you may qualify for funding from the Local Agenda 21 Community Environment Action Fund 2019. This fund promotes sustainable development by assisting small scale, non-profit environmental projects at local level.

Does your project qualify? Projects should focus on environmental awareness and actions which complement national environmental policies such as those on waste, biodiversity, water conservation and climate change. Roundabout Sponsorship Scheme 2019 – Kilmeaden

Waterford City & County Council has implemented a scheme for the sponsorship of roundabouts around the city and county to engage with businesses and organisations who wish to enhance the city and county’s built environment while benefiting from advertising opportunities.

The Council’s Biodiversity Action Plans promote better landscape planting across the county and encourages planting of native species where possible.   Roundabouts can provide the opportunity for very attractive herbaceous planting schemes and excellent resources for pollinators and it is envisaged that this roundabout is landscaped in a manner that promotes biodiversity.

  • The Council is now seeking a sponsor for the advertisement and maintenance of the Kilmeaden Village Roundabout R680/L4020.

Temporary Road Closure for Waterford Walls Festival

Waterford City & County Council propose to close the following road to through traffic from 4.00pm on Friday, 23rd August to 12.00am on Sunday, 25th August, 2019 to facilitate the Waterford Walls Festival 2019.

  • L1502 O’Connell Street (from junction with Thomas Hill L15021 to
    junction with Gladstone Street L5501).
  • No access to Thomas Hill L15021 from Meeting House Lane L15022.
    Traffic will be diverted to Gladstone Street L5501 via Sargent’s Lane.
  • Thomas Hill will operate one way, northbound only.

Déise Day Centre’s entry to 2019 Cooperation Ireland National Pride of Place competition

Congratulations to Déise Day Centre on their entry to the 2019 Cooperation Ireland National Pride of Place competition

Competition judging took place on the afternoon of Tuesday July 2nd and a fantastic time was had by the judges, the Centre members, staff, management, volunteers and friends of the Centre.

The Pride of Place judges, John Fitzgerald and Declan Nelson, arrived at the Day Centre at 1.30pm on ‘Saoirse’, (the trishaw that the centre uses in conjunction with Waterford Sports Partnership) to be greeted by Pipers from the Dungarvan Pop-up Pipe Band.

Lunch was provided to all 150 in attendance which was followed by speakers Mayor of Waterford City and County, Cllr. John Pratt and Donal Connolly Chairperson of Dungarvan Care of the Aged.

Centre Manager, Margaret Coffey delivered an extensive presentation highlighting what services are provided to the elderly in our community. This includes a Day service, transport, a hot meal, entertainment and activities. Also available is meal delivery to Dungarvan, Abbeyside and as far as Newcastle Co. Tipperary on their Ballymac run. The presentation ended with `Young at Heart` and everyone lifting the roof with their song!

All at the Deise Day Centre wish to thank all Elected representatives, both Local and National that attended on the day, all our partner organisations, our staff, our day centre members and all our volunteers whose assistance is invaluable.

Finally we would like to thank Waterford City and County Council who facilitated the 2019 Pride of Place judging.
