New €4.5m funding package to conserve and safeguard Ireland’s built heritage. €294,000 awarded to three Waterford built heritage projects

The Minister of State for Heritage and Electoral Reform at the Department of Housing, Local Government and Heritage, Malcolm Noonan TD, this week announced that 95 heritage projects across the country will benefit from a total of €4.5m under this year’s Historic Structures Fund (HSF).

Curraghmore_house_waterford

In addition to supporting owners and custodians of historic and protected structures to safeguard and maintain their properties, this funding will also provide a welcome boost to local construction and heritage trades by facilitating works with a total value of over €8m and generating more employment (an estimated 11,250 days’ labour), including for specialist heritage roles such as thatching and stonework.

Among the 95 recipients of funding nationally, this year’s HSF includes funding for three Waterford projects:

Curraghmore House, Portlaw has been granted funding of €50,000 for repair and replacement of slate roof and lead valleys, the repair of chimney stacks and second floor structural works. Mount Melleray Abbey, Cappoquin received funding of €44,000 for works to address water ingress at south gable of public chapel address dry rot outbreak and works to prevent water ingress and Mayfield House, Portlaw received funding of €200,000 for works to stabilise walls, reinstate and repair the roof to Mayfield House and lodge, repair of entrance gates, along with training for carpentry and masonry apprentices.

Kieran Kehoe, Director of Service with Waterford City and County Council welcomed the funding for these significant works, “The three projects have a rich built heritage.  The funding allocations will go towards ensuring that their valuable built heritage is protected and that the owners will be assisted in safeguarding them into the future for the benefit of communities and the public.”

The HSF is one of two built heritage funding schemes which work in partnership with owners and the 31 local authorities to protect our built heritage – a key aim of Heritage Ireland 2030, the new national heritage plan launched by the Minister last year. This announcement follows the awarding earlier this month of €4.5m in funding under the Department’s other built heritage grant scheme – the Built Heritage Investment Scheme.

In 2023 €182,400 was allocated to 25 Waterford projects under the Built Heritage Investment Scheme (BHIS).

Do you want to know Mór? Mór Artist Collective Launches for Membership

A dozen artists living either side of the Blackwater River in East Cork and West Waterford have been meeting to share their work and discuss their common challenges through a pilot programme aimed at connecting artists in the region.

A significant partnership with Waterford City and County Council and Cork County Council, facilitated by Greywood Arts in Killeagh, the project is ready to launch to a wider audience on Wednesday, April 5th at 7pm.

The Mór Artists Collective welcomes artists living and working in the visual, performing, and literary arts in the rural East Cork and West Waterford area. Professional and emerging artists are invited to hear more about the collective network at the launch event at Greywood Arts, where they can sign up for membership on the night. Applications can also be made by contacting morartistscollective@gmail.com.

The collective will meet monthly beginning in May to share work-in-progress, discuss their creative processes and to offer feedback. The meetings are a space to exchange ideas and skills, and to discuss what inspires its members. There will be guest speakers, creative practice workshops, and opportunities to showcase work throughout the year.

The collective is a resource where artists can find out about local events, opportunities, funding and facilities.

Mór Artists Collective endeavours to raise the profiles of member artists in the community, and more broadly to heighten awareness of the quality and diversity of the talented artists in our region. A key aim of the collective is to reduce rural isolation and foster more collaboration. The Arts Offices acknowledge the support of the Arts Council/An Chomhairle Ealaíon towards their annual arts programme.

The inaugural showcase of work by the founding members will be part of Killeagh’s May Sunday Festival and the launch of Greywood Arts’ Coach House Creative Hub from April 29th – May 14th.

The Mór Artists Collective is named after Mór Mumhan, the goddess of Munster and the namesake of the Blackwater river – An Abhainn Mhór.

Pilot project participants and founding members of the collective share their experience: “As an artist living in a rural location I found being part of the artist collective pilot hugely beneficial. To come together with fellow artists and share ideas, practices, information has been great for both informing my own practice and as a break to the social and creative isolation often felt in my studio practice.” Eilis O’Toole, Visual Artist (Painting), West Waterford.

“Making connections with a very talented and diverse group of artists across the region has opened up possibilities for dialogue and collaboration in myriad art forms. Having recently moved to the area, this project made me feel a part of the art community in the region and given great insight into the cultural venues and practising artists here. The experience has instilled a sense of excitement and anticipation for what an enduring engagement with this network of artists (and future members) might bring.” Basil Al-Rawi, Visual Artist (Photography, moving images, digital simulation), East Cork.

Minister for Justice launches Waterford’s Safety Plan

On Monday March 27th, Minister for Justice Simon Harris TD launched the Waterford Local Community Safety Partnership (WLCSP) Safety Plan 2023 – 2028.

The plan included a detailed socio-economic profile of the City and County, which was used to inform the development of objectives and actions to 2028.

Speaking at the launch Mayor of Waterford City and County, Cllr. John O’Leary said, “I am proud that Waterford City and County is one of the chosen locations for the Local Community Safety Partnership pilot.

“Community safety, as we all know is more than just policing crime. It is about people enjoying a better quality of life and feeling safe within their communities. The role of the new Waterford Community Safety Partnership is to work together with various communities and to deliver on their individual localised needs.”

To help the Partnership better understand the Community Safety landscape in County Waterford, extensive public consultation was undertaken between July and October 2022.

Eleven thousand Waterford people were reached through a social media campaign, supported by online surveys, paper surveys, focus groups and a hugely popular series of on street ‘pop up’ consultation sessions in Cappoquin, Dungarvan, Kilmacthomas, Portlaw, the Greenway, Tramore, Dunmore East and the city centre.

Findings from the consultations found that the majority of participants felt safe in Waterford. This is consistent with official data and past surveys, and reports which all suggest Waterford is one of the safest and most desirable places to live and work in Ireland.

However, the results also found that Waterford is not exempt from the issues which give rise to community concerns and adverse perceptions by individuals about personal safety

Commenting on the Plan, Minister Simon Harris stressed that community safety is about people being and feeling safe in the heart of their own communities.

“I have to congratulate the WLCSP on developing a robust Safety Plan, with input from every corner of the County, that will through collaborative actions prevent and deter crime and harmful behaviours whilst addressing many broader contributary factors such as improved access to education, tackling substance misuse, and confronting illegal drug dealing and intimidation.

“This Safety Plan will ensure that communities in Waterford can thrive, flourish, and live the fullest lives possible” the Minister concluded.

The WLCSP concept is a new ‘whole of government’ initiative which brings together thirty members from statutory services, the voluntary and community sector, local councillors, and community members to work together to identify and tackle community safety issues locally. Waterford City and County is one of three areas being piloted in the Country, alongside Longford County and North Dublin Inner City.

Reflecting on the plan, Sean Aylward Chair of the WLCSP emphasised that the Waterford Safety Plan aims to address the social and infrastructural issues in the County on many fronts, through collaboration.

“Our actions, after listening to those who contributed will include, but are not limited to, requesting a review of the legal operating context for CCTV, enhanced multi-agency collaboration for tackling substance misuse and confronting illegal drug dealing and intimidation, tackling the related Anti-Social Behaviour and crime and supporting a review of local youth services to explore the increased provision of spaces for our teenagers to ‘hang out’.

“The Plan also intends to address the more hidden challenges in the community such as phishing, domestic violence and gender-based violence through initiatives being brought forward by our members.”

The eighty-page document has been produced primarily for consultation on line at https://www.waterfordcouncil.ie/departments/community-sport/community-safety.htm but was launched in hard copy and will be available in time in other languages.

All members of the Partnership are committed to the success of this collaborative pilot initiative and would like to thank all the people of Waterford, who contributed.
