Be Alert to Water Safety

As Sport Ireland and key stakeholders have come together to encourage everyone to be alert to water safety this summer, Waterford City and County Council is actively supporting the message to keep  safe in and near water.

Over the last few months there have been many successful campaigns and initiatives in regards to educating the public on water safety. While all stakeholders of this campaign have particular responsibilities and objectives, the overriding priority is the safety of all participants in outdoor physical activities. By pooling resources and collaborating on this campaign, the hope is to spread the message on water safety, and encourage people to be safe on the water and save lives.

Mayor of Waterford City and County, Cllr. Joe Kelly said, “We can’t emphasise enough the need for vigilance in and around water.  Unfortunately, throughout the years Waterford hasn’t escaped the suffering and distress caused by drowning, however our aim, in association with Sport Ireland and key stakeholders is to prevent such tragic incidents happening in the future.”

“Our coastal areas are patrolled by skilled lifeguards who have made countless rescues in the last few months.  While it’s only natural that families would wish to escape to the seaside, after the uncertainty of the last year, we can’t stress enough the need to be vigilant, be aware and never take the power of nature for granted.”

We are privileged to live on an island with an abundance of water to enjoy and we are spoilt with the choice of activities or enjoyment that people of all ages and abilities can derive from the water. The outdoors has acted as an escape for many during the last year and there has been a significant increase in the number of people taking to the water and enjoying water based activities.

It is however critical that everyone respects the dangers that exist around water and that that people know how to be safe around, on and in the water.

Everyone is encouraged to familiarise themselves with and follow these key water safety messages:

  1. Check weather, water conditions and tides before going on or in the water
  2. Let someone know where you are going and what time you expect to be back
  3. Do not go alone, even if whoever you bring doesn’t get on or in the water
  4. Have a method of calling for help. In emergency call 999 or 112 and ask for the Coast Guard
  5. Use an appropriate lifejacket or buoyancy aid if you are doing activities on the water
  6. Ensure you are visible in the water and do not go in or on the water during reduced light
  7. Do not use inflatable toys in open water

It is important that parents and guardians educate children on these key water safety messages and that people are aware of the many hazards of swimming in undesignated areas.

If you see somebody in trouble on the water or along the coast dial 112/999 or use VHF Ch 16 and ask for the Coast Guard.

Dungarvan goes all out!

Dungarvan is embracing its rich heritage, natural beauty and extensive food offering to become one of the country’s leading staycation destinations.

Following investment from Waterford City and County Council, Fáilte Ireland and local businesses, Dungarvan is enjoying a bumper year of domestic tourists as we are encouraged to enjoy an ‘outdoor’ summer.

Working in collaboration with local businesses and residents, the combined efforts of WCCC’s economic development, planning, roads and presentation teams have provided locals and tourists with an extensive, quality outdoor dining experience.  With almost 1,000 outdoor dining seats available, covered by parasols and protected by planters and screens, visitors have been able to enjoy the culinary delights from the towns many fine restaurants, cafes and pubs, in all weathers.

The planters have been designed and manufactured by a Dungarvan-based Engineering firm and are a bespoke concept developed by the Waterford Council’s Presentation Team. The colour and vibrancy added by the tasteful planting and outdoor seating in Grattan Square, Davitt’s Quay and the Dungarvan Castle Green is bringing a renewed sense of adventure to Dungarvan for the summer season.     

Mayor of Waterford City and County, Cllr. Joe Kelly said that the addition of the outdoor dining space is a valuable addition to the town.  “The development of inviting and attractive spaces where people can dine comfortably outdoors is creating a renewed sense of energy and a boost to local businesses.  Not only do locals and visitors have a wide choice of high calibre dining experiences throughout the town, they can enjoy good food and company in a stunning, safe and relaxing public realm.”

Kieran Kehoe, Director of Services with Waterford City and County Council and Dungarvan Town Manager said, “As part of Waterford Council’s continued support to local cafés, restaurants and other food outlets, the planters, parasols and screens which are installed across the town centre and its environs, bring a vibrant energy to the public realms and also open up the space and options for people to enjoy an outdoor dining experience.”

“These areas are providing additional space in order for the businesses to achieve compliance with social distancing requirements and will provide a further attraction to tourists who choose Waterford as their holiday destination. By sharing a common vision, this collaborative project really has given the town a fantastic boost of energy, vibrancy and confidence. ”

Waterford Council’s membership of “Leave No Trace” campaign marked

Deputy Mayor of Waterford City & County Council Councillor Seánie Power joined Johnny Brunnock, Trails Officer and Ella Ryan, Environment Awareness Officer, Waterford City and County Council to mark Waterford City and County Council’s membership of Leave No Trace Ireland.

Waterford City & County Council is asking for the public’s help in ensuring the county’s beaches, parks and beauty spots are amongst the cleanest in Ireland this summer, as the local authority launches their membership of Leave No Trace.

Leave No Trace promotes responsible outdoor recreation through education, research and partnerships. As more of us seek the beauty and pleasure of outdoor recreation this year, our combined effect on the environment increases. Litter, water pollution, disturbance of vegetation, wildlife, livestock, etc. are all markers of the need to protect our county’s nature.

Directory of Services for Older People launched

The Dr. Martin Day Centre, in Portlaw, was the setting on Wednesday last, July 21, for the launch of a Directory of Services for Older People in Waterford City and County.

The Directory, which is available in libraries across Waterford and through Citizens Information in Waterford City and Dungarvan was launched by Cllr. Joe Kelly, Mayor of Waterford City & County and Minister for Mental Health and Older People, Mary Butler, T.D.

Providing information on many of the essential services available for older people in Waterford City and County, it includes contact telephone numbers for HSE and other public services, community and voluntary organisations, and some community based social groups for older people.

The launch of the Directory, in the presence of the Chief Executive of Waterford City & County Council and Chairman of Waterford Age Friendly Alliance, Michael Walsh; Cllr. Seamus Ryan, Mayor of the Metropolitan District; Cllr. John O’Leary, Cathaoirleach of the Comeragh District and Susan O’Connor, Chairperson of Waterford Older People’s Council Executive, completes one of the needs identified in the Waterford Age Friendly Alliance City & County Strategy 2017-2022.

Its compilation was facilitated by Waterford City and County Council, Waterford Libraries, Waterford Older People’s Council, Waterford Citizens Information, and a range of other Waterford Age Friendly stakeholders.

Mayor Kelly reinforced how the actions undertaken for people of a certain age or people with special or different needs were actions for everybody.

“When you empower people that most need it then everybody benefits from it. This is not about doing something for a particular sector or this category of people or that category of people. When we do it for any category of people we do it for all of us,” he said.

That, he added, was an important principal to keep at the centre of all the plans and ideas and developments undertaken now and for all the years into the future.

Continuing, the Mayor of the City & County said: “We can’t leave anyone behind. We have to have a policy of bringing everyone with us and nobody left behind. That is the critical message from me as Mayor of Waterford City and County. This has to be the message that goes out from all agencies, all services and from all people – we leave nobody behind.”

Minister for Mental Health and Older People, Mary Butler commended the Waterford Age Friendly Alliance and its partners for their hard work in producing the Directory which she described as a valuable resource. She said “The Directory completed one of the objectives of Waterford’s Age Friendly Strategy which committed to maintaining an age friendly approach to policies, programmes and services to enable older people to live in security, good health and participate in society in a meaningful way.”

She added that every day as Minister the two words that stayed with her were voice and choice and it was so important that the older person was heard and that they had a choice.

Michael Walsh, Chief Executive of Waterford City & County Council said that in some respects Waterford was only at the start of its journey in terms of the Age Friendly Alliance but we were in a place now where more could be achieved and central to that was the Older People’s Council.

The Directory launched by the Mayor was a resource for everyone and he reinforced the message of designing for inclusion for all.

Waterford’s Age Friendly Strategy was launched in 2017 and is centred on delivering on strategic actions around Respect and Social Inclusion, Social Participation, Civic Participation and Employment, Home Environment, Health/Active Living, Transportation, Built and Natural Environment, safer Communities and Communication and Information.

The Age Friendly Cities & Counties Programme in Ireland supports the development of communities where people, as they age, can continue to enjoy a good quality of life, and continue to participate fully in their communities.

The model is based on the World Health Organisation’s (WHO) Age Friendly Cities Framework and Guidelines which were developed in recognition of the challenges and opportunities that societies will face as they respond to an unprecedented growth in the number of older people living in our communities.

Waterford goes blue for World Drowning Prevention Day

Hot weather increases drowning risk.

UN World Drowning Prevention Day is Sunday 25 July

On Sunday 25th July 2021 our Council Buildings will be going BLUE to highlight drowning prevention worldwide.

The United Nations has declared Sunday 25 July World Drowning Prevention Day. It is part of the first ever UN Resolution on drowning prevention, an initiative of Ireland and Bangladesh that aims to address a global killer that takes an average of 115 lives in Ireland every year*.

The current hot spell has increased that drowning risk. Water Safety Ireland is asking the public to mark World Drowning Prevention Day by making water safety part of your conversation with loved ones before you even leave home and practise the following guidelines to stay safe.

  • Swim within your depth and stay within your depth. Many people are swimming for the first time this year and have not had swimming classes for more than 15 months.
  • Swim at a Lifeguarded waterway, listed at www.watersafety.ie/lifeguards. Otherwise swim in areas that are known locally as safe and where there are ringbuoys present for rescues.
  • Make sure that the water’s edge is shallow shelving so that you can safely enter and exit.
  • The air temperature is warm but open water is cooler – avoid extended stays in the water as your muscles will cool, making swimming more difficult.
  • Never use inflatable toys in open water as a gentle breeze can quickly bring a person away from shore.
  • Always supervise children closely and never leave them alone at garden paddling pools.

  • Alcohol is a factor in one third of drownings. Do not mix it with water activities.
  • If you see someone in difficulty, these simple steps may save a life:
  • Shout to the casualty and encourage them to shore. This may orientate them just enough.
  • Reach out with a long object such a branch or a piece of clothing but do not enter the water yourself.
  • Throw a ringbuoy or any floating object and call 112 for the coast guard.

Ireland averages ten drownings every month. As we approach World Drowning Prevention Day, please inform your family of this advice and get more at www.watersafety.ie. Anyone can drown, no one should. *In the decade to 2020, drowning was responsible for 1,151 deaths in Ireland and over 2.5 million preventable deaths worldwide. It is a significant, preventable public health issue.

As Water Safety Development Officer with Waterford City and Council and in association  with Water Safety Ireland, I would reiterate the importance of swimming at our lifeguarded beaches when at all possible and to swim within the Lifeguard Patrol Zone e.g. between the flags.

a)      Follow the advice of the lifeguards at all times.

b)      If red flags are being flown, always ask the lifeguards advice before entering the water.  Remember if you get into difficulty, you may also be putting their life in danger by them having to rescue you in dangerous conditions.

c)      NEVER USE INFLATABLE TOYS ON OPEN WATERWAYS.  WCCC have adopted a Bye-Law banning their use from our beaches.

d)      Be alert at all times and take note of any signage with regard to Rip Currents or any other dangers highlighted.

e)      NEVER leave children unsupervised at beaches or open waterways.

The following beaches in Waterford are currently lifeguarded from 11 a.m. to 7 p.m. on a daily basis until the 31/08/2021.  Ardmore, Bonmahon, Clonea, Dunmore East and Tramore.

To date since the beginning of June, our Lifeguards have successfully completed 23 rescues which reiterates the importance of swimming where lifeguards are on duty.

Waterford receives €240,000 for remote working under the Connected Hubs Scheme

Waterford is one of 117 remote working projects to receive €8.8 Million in grants, announced on Thursday July 22nd by Minister for Rural and Community Development, Heather Humphreys TD.

Waterford City and County Council, in partnership with Boxworks, WorkLabs, Waterford City Enterprise Centre, Dungarvan Enterprise Centre and Dunhill Ecopark have been awarded €240,890.

The funding will enable the five participating Waterford hubs to enhance and add capacity to their remote and co-working infrastructure. Grants will also fund measures to assist hubs to deal with COVID related challenges.

Mayor of Waterford City and County, Cllr. Joe Kelly expressed his delight on the announcement, “This investment is extremely important for small businesses in Waterford. Well before the effects of Covid on our working life we in County Waterford were blessed with some of the best ‘Connected Hubs’ in the country. Now as we look forward, remote working will be a permanent reality for many businesses, large and small. Investment like this will make Waterford more competitive and that’s good for everyone.”

Head of Enterprise at the Local Enterprise Office Waterford, Richie Walsh explained how this successful collaboration transpired, “When the opportunity of funding arose Brid Kirby of LEO Waterford and I met with a number of enterprise hubs and Boxworks, WorkLabs, Waterford City Enterprise Centre, Dungarvan Enterprise Centre and Dunhill Ecopark ended up being enthusiastic partners in this application. This kind of collaboration between state bodies, the enterprise sector and local communities is a model for future best practice with everybody working together for the greater common good of Waterford

The proposed works within the five hubs include improved and more efficient remote working spaces, installation of privacy booths, improved broadband infrastructure, energy savings and improvements. We can use these funds to make the constantly evolving workplace even more viable for business in Waterford.”

Announcing the successful projects in Carlow, Minister Humphreys said, “Our Rural Future recognises hubs as ideal locations for people to work remotely, as well as acting as key economic assets for towns and villages. The increased shift to remote working as a result of the pandemic has provided a golden opportunity for a greater regional distribution of jobs to support a better work life balance for many people. The investment announced today will provide an increased number of families and individuals with the option to live and work in our rural communities.  Remote working from hubs and Broadband Connection Points benefitting from this funding will also support local economies and assist in reducing our carbon emissions.”

With almost 400 remote working hubs already identified and mapped on connectedhubs.ie, this network will continue to grow and develop over the coming months and years and the government would urge all existing and new hubs to become members and take advantage of the ongoing supports which the Network will provide.

Families are invited to enjoy a new free ‘Treasures Trail’ in Waterford

A brand new free family fun trail has been announced by Waterford Treasures – the ‘Treasures Trail’ enables children and families to discover the depths of historical treasures in Ireland’s oldest city by following a series of clues that they have to solve.

The easy-to-follow route mystery trail is rooted in the heritage of the Viking Triangle and takes in some of the most fascinating sights along the way. Through a series of 12 questions families are guided through an 800-metre walk through ancient Waterford as they search for the visual clues which will help them to solve the trail and once completed the little navigators will be awarded the title of ‘Official Historian of Ireland’s oldest city.’

The trail can be self-guided or it can be used on the Freedom of Waterford or Epic guided walking tours offering parents and guardians the opportunity to enjoy a visitor experience while little ones are engaged in the interactive experience too.

Museum Director Eamonn McEneaney says, “This new Trail is a really wonderful family way to explore the Viking Triangle. Our Treasures Trail is a way of engaging with young people, helping them to participate in our guided walking tour. It has been created for primary school-age children and the goal has been to turn real-life history into a fun adventure. It is an engaging and imaginative learning opportunity that is fun for all involved.”

The original artwork for the new Treasures Trail has been created by Waterford-based artist and mum of two Anouschka Joyce. To try out the new Treasures Trail visitors can pop into the Bishop’s Palace Museum for a copy of the new map.

Waterford Treasures is a suite of 5 museums located in the heart of Waterford City, the Georgian Bishop’s Palace, the Medieval Museum, Reginald’s Tower, the Irish Museum of Time, and the Irish Silver Museum. The Freedom of Waterford ticket gives you all 5 museums plus the guided Epic walking tour (€15 per adult) – pre-book at WaterfordTreasures.com. Children under 12 go free.

Cliff Rd, Tramore : L4102, Emergency Access Requirements from 20th July – 1st September 2021

Cliff Road L4102 shall be made one way to vehicular traffic from tomorrow noon Tuesday 20th July 2021 until 1st September 2021 and shall be reviewed after this date.  The one way system shall commence  from the old quarry out as far as junction with Newtown Woods Rd L8089.

Traffic exiting the Guillamene/ Newtown Cove Car Park will have to turn left only.  This one way system shall improve access for emergency access requirements.

Grants up to €50k available for concerts and events companies

An €11.5 million Events Sector Covid Support Scheme (ESCSS) has been launched targeted at SMEs that have been affected significantly by the COVID-19 public health restrictions. A grant of up to €50,000 is available to successful applicants as a contribution to their fixed costs.

The Tánaiste and Minister for Enterprise, Trade and Employment, Leo Varadkar, and Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media Catherine Martin launched the new support scheme to help companies working in the events sector.

Minister Catherine Martin said: “The Events Industry was one of the first sectors to close and unfortunately will be one of the last to reopen. It provides work for tens of thousands of people and is the lifeblood for many services and suppliers in villages, towns and cities throughout the country”.

The scheme will be run by the Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media and is in addition to the packages the government has put in place to help businesses and workers during the pandemic, including the Employment Wage Subsidy Scheme (EWSS), the Pandemic Unemployment Payment (PUP), the Covid Restrictions Support Scheme (CRSS), the Music and Entertainment Business Assistance Scheme (MEBAS), the Small Business Assistance Scheme for COVID (SBASC), low-cost loans, the deferral and warehousing of tax liabilities and the waiver of commercial rates.

To be eligible for this scheme the business must have been ineligible for support under the Covid Restrictions Support Scheme (CRSS) operated by Revenue.

Directory of Services for Older People in Waterford City & County launches

Waterford Age Friendly Alliance is delighted to launch a new Directory of Services for Older People in the City and County. This completes one of the final objectives outlined in its initial five-year plan to ensure that Waterford delivers on a commitment to maintain an age friendly approach to policies programmes and services.

The Directory which will be launched by the Mayor of Waterford City & County, Cllr. Joe Kelly and Minister for Mental Health and Older People, Mary Butler, T.D. on Wednesday, July 21 at 11am at the Dr Martin Day Centre, Portlaw.

This Directory provides information on many of the essential services available for older people in Waterford City and County. It includes contact telephone numbers for HSE and other public services, community and voluntary organisations, and some community based social groups for older people across the city and county.

The need for the Directory was identified in the Waterford Age Friendly Alliance City & County Strategy and it’s compilation was facilitated by Waterford City and County Council, Waterford Libraries, Waterford Older People’s Council, Waterford Citizens Information and a range of other Waterford Age Friendly stakeholders.

The Age Friendly Cities & Counties Programme in Ireland supports the development of communities where people, as they age, can continue to enjoy a good quality of life and continue to participate fully in their communities.

The model is based on the World Health Organisation’s (WHO) Age Friendly Cities Framework and Guidelines which were developed in recognition of the challenges and opportunities that societies will face as they respond to an unprecedented growth in the number of older people living in our communities.

Waterford’s Age Friendly Strategy was launched in 2017 and is centred on delivering on strategic actions around Respect and Social Inclusion, Social Participation, Civic Participation and Employment, Home Environment, Health/Active Living, Transportation, Built and Natural Environment, safer Communities and Communication and Information.

A key part of delivering on these actions was the formation, in 2019 of Waterford Older People’s Council which along with multi-agency stakeholders including the HSE, Statutory, community and voluntary agencies cross the City and County participate in the Age Friendly Alliance, bringing the voice of older people to the decision making process.

In early 2020 Waterford City and County was accepted as a member of the World Health Organisation’s (WHO) Global Network for Age Friendly Cities and Communities which was established to connect cities, communities and organisations worldwide with the common vision of making their community a great place to grow old in.
