Notification of Phase 2 of Newtown Area One-Way System, Waterford City
Waterford City and County Council hereby give notice that Phase 2 of a one-way traffic management system in the Newtown area of Waterford City will commence on Wednesday 4th February 2026 and will operate until Tuesday 28th April 2026.
The trial Phase 2 is proposed for St. Alphonsus Road, a section of Lower Newtown Road and a section of Water Street, Waterford City. This phase follows on from Phase 1, which is currently in operation on Wilkin Street and Passage Road, Waterford City.
View Map of Proposed ChangesDuring the trial period, Waterford City and County Council will monitor and assess the operation of Phase 2 to determine its suitability as a permanent traffic management measure in the area.
Phases 1 and 2 of the one-way traffic management system, together with the St. John of God National School, Passage Road, Active Travel Safe Routes to School (SRTS) Scheme, will be subject to public consultation in accordance with Section 38 of the Road Traffic Act (1994). The consultation period will run from Wednesday 4th February 2026 to Wednesday 4th March 2026.
Following the close of the consultation period and until the conclusion of the Phase 2 trial, all submissions received and relevant traffic data will be evaluated. Upon completion of the trial, the Council will determine whether to continue, discontinue or alter Phase 2. The proposed trial route is shown on the accompanying drawing.
The proposed SRTS scheme includes traffic calming measures, footpath widening, buildouts, parking realignment and placemaking (including tree pits, benches and colourful school gateway features on approaches to the school).
The proposals also include making Phase 1 of the one-way traffic management system on Wilkin Street and Passage Road permanent. Two new pedestrian crossings are also proposed at Lower Newtown Road and Water Street, along with junction tightening and traffic calming measures in the area.
Drawings for the proposed scheme will be available for inspection on Waterford City and County Council’s website consult.waterfordcouncil.ie and will be on display in the Council Customer Services Departments on Bailey’s New Street, Waterford City and Davitt’s Quay, Dungarvan from Wednesday 4th February 2026 to Wednesday 4th March 2026.
Drawings will also be available for inspection at a public consultation event at St John’s Pastoral Centre, John’s Hill, Waterford City, X91HW9D from 09.00 a.m. to 11:00 a.m. on Thursday 12th February 2026.
The Council will consider any submissions or observations made in writing regarding this proposed scheme.
