Draft municipal district of dungarvan/lismore. Control of parking bye-laws 2023

The Dungarvan/Lismore District of Waterford in exercise of the powers conferred on it by Section 131A of the Local Government Acts 1925 to 2014, Section 36 of the Road Traffic Act, 1994, as amended, and by Section 101 of the Road Traffic Act, 1961, as amended, hereby gives notice that it has prepared Draft Municipal District of Dungarvan/Lismore Control of Parking Bye-Laws 2023 for the regulation and control of parking in respect of the area comprising the Dungarvan/Lismore District of Waterford.

High Astronomical Spring Tides

The OPW has advised that there will be a period of surge on top of very high astronomical Spring Tides that are approaching Highest Astronomical Tide (HAT) in all coastal areas, commencing Tuesday March 21st until Wednesday March 22nd 2023. 

It is expected that HAT levels will be exceeded in many areas around the coast during this period. Storm surge levels are predicted to significantly increase in coastal areas from Tuesday 21st March .

With localised flooding anticipated, Waterford City and County Council will deploy flood barriers in Waterford City and Passage East.

The following car parks are at risk of flooding and as a precautionary measure, will be closed to the public from mid-afternoon today (Tuesday, March 21st) until 0800 tomorrow (Wednesday, March 22nd)

  • The Pond
  • The Lookout
  • Castle Street Carpark

Waterford City and County Council advises the public to stay away from exposed piers, harbours and sea walls as there is a risk of wave over-topping.

Urban Façade Improvement Scheme 2023

A Waterford City and County Council incentive to improve the facades of central urban building.

Waterford City & County Council is extending a support to assist in the improvement of visible facades (upper and lower floors) of buildings in high notable areas of Waterford City, Tramore Town Centre and Dungarvan Town Centre.
This scheme allows for up to 50% of the cost of improvement works (excl. VAT) to the exterior presentation of a building, including upper floors, up to €2,000 (amount decided upon approval). For more information please see full Terms and Conditions.

How it works?

  1. Fill out the application form, submit two quotes for the estimated costs, a description of the planned works and pictures of the property.
  2. If your application is approved you will be notified the amount you have been approved for and a deadline of 6 months to complete the works.
  3. Return the Supplier Set Up Form by post. This form is our way of paying out to you once the works are completed. A hard copy must be sent. You will be sent this when approved.
  4. Once the works are complete, submit your invoices and a picture of the completed works. You will be allowed 50% of the costs of works (excl. VAT) up to the amount you were allocated when approved.

Tommy Bowe urges drivers to kick drink driving to touch this St. Patrick’s Weekend

Former Irish International rugby legend and TV presenter Tommy Bowe is calling on motorists, but particularly younger drivers, to kick drink driving to touch this St. Patrick’s Weekend and to never, ever drink and drive.

To drive home the message that drinking and driving simply do not mix, Tommy teamed up with secondary students from St. David’s C.B.S, Artane and members of the Kilmore West Youth Project, Artane to show through fun and educational demonstrations the dangers of drinking and driving.

This included Tommy and students donning ‘beer goggles’, which imitate the impairment effects of alcohol, and negotiating an obstacle course in pedal ‘go-karts’. This and other demonstrations, which will be promoted across the Road Safety Authority’s (RSA) and An Garda Síochána’s social media platforms, will be a fun and educational way to show how basic tasks are not so simple to do, while under the influence of alcohol.

Speaking about his involvement in promoting road safety ahead of the St. Patrick’s weekend, Tommy Bowe, said, “I am delighted to team up with the Road Safety Authority and An Garda Síochána to promote road safety over the St. Patrick’s weekend. Today I was able to experience first-hand, in a safe and controlled space, the impairment effects of alcohol on driving. It was very sobering. Any amount of alcohol can impair driving so it’s just not worth the risk. If you are planning to drink over the St. Patrick’s weekend, leave the keys at home and plan how you are going to get home safely. Designate a driver, hire a minibus if heading out with a group of friends, use a taxi, hackney, or public transport if available. Remember to do the right thing the next morning too, as you may still have alcohol in your body, making you unsafe to drive.”

Sam Waide, CEO of the Road Safety Authority, said: “There is a particular need for younger people to make good choices when using the roads this weekend, including avoiding driving while impaired, through drink or drugs or a combination of both. Figures for 2023 to date indicate that 50% of fatalities are 35 years of age or younger. For the whole of last year, this age group accounted for 32% of fatalities.”

Assistant Commissioner Paula Hilman, Roads Policing and Community Engagement said, “There were 72 drivers arrested for drink driving and 33 arrested for drug driving over the St. Patrick’s weekend in 2022. The consequences of choosing to drink and drive are stark. You could cause a collision, you could cause a fatality and you could cause your own disqualification as a driver. All drink driving offences carry a period of disqualification.

Think what this could mean for you for your job and lifestyle. Think about what it could mean to carry the burden of causing another person to lose their life.”

Key drink driving statistics:

  • In the last 5 years, 11 people have been killed and 55 people have been seriously injured on our roads over the St. Patrick’s Bank holiday period.
  • 37% of driver fatalities (2015-2019) with a toxicology result available had a positive toxicology for alcohol*.
  • Research published by the RSA in 2022 showed that 1 in 4 motorists (26%) admitted ‘there were times when they may have been over the limit when driving the morning after a night out’.
  • Figures released by An Garda Síochána show that Year-to-date in 2023: 937 Drink-Driving and 584 Drug-Driving arrests have been made.
  • Total detections for intoxicated driving over four day period 17-21 March 2022 – 72 drink driving arrests and 33 drug driving arrests.
  • Morning after detections for intoxicated driving (drink/drug driving) over the St. Patrick’s Day period in 2022 – 34 arrests from 6.00 a.m. to 12 noon.

PARADE TRAFFIC MANAGEMENT PLAN
This plan outlines the management of Vehicle traffic for the St. Patricks Day Parade Event to be held on March 17th on the Quays in Waterford City.
Roads shall be closed by Waterford City & County Council Staff using Crowd Control Barriers, Traffic Cones and Road Closed Signs.

Diversions:
Travelling East on R680 Cork Road:
All traffic for M9, N25 and N24 via Rice Bridge shall be diverted at Cork Road Roundabout and directed to Rice Bridge via R686.

Traffic for Tramore, Waterford Airport, University Hospital Waterford or Williamstown/
Dunmore Road area shall use the Inner Ring Road are unaffected.

Travelling West on R680 Rice Bridge:
The left lane shall be on Rice Bridge shall be closed and all traffic shall be diverted via R686 to R680
Cork Road at the Cork Road Roundabout. All Traffic shall then use normal routes.

Other Routes:
Travelling to Rice Bridge from Tramore, Waterford Airport, University Hospital Waterford or Williamstown/Dunmore Road area shall be diverted via R709 Inner Ring Road to Cork Road Roundabout and the detour via R686.

Parking:
Parking within the main Quay car parks will be available until approximately 1 hour before the Parade Commences at 1pm and will be reopened 30 minutes after the all clear is called by Event Control. All on-street car parking on the closed roads will be removed 24hours before the parade begins. All other city car parks will be unaffected.

Jubilee Memorial Community Garden launched by Waterford’s Metropolitan Mayor

On Saturday March 11th, Metropolitan Mayor Cllr. Jason Murphy officially launched the Jubilee Memorial Community Garden in Central Avenue, Lisduggan.

The concept for the community garden was spearheaded by Larchville Lisduggan Residents Association in a bid to develop a space in the heart of a thriving Waterford community that residents and visitors alike can enjoy.

Jointly funded by Waterford City and County Council’s Environment Section and Waterford Area Partnership (WAP) Active Cities, the first phase of the project entailed the submission of landscape architectural drawings. Following a public consultation, the winning design was chosen. The landscaping project was tendered, overseen by the Open Spaces team in the Environment Department, with Fairybush Landscaping awarded the contract.

Phase two funding has been secured from Sláintecare to further enhance the overall design of the garden which is due to be completed by the summer.

At the launch Metropolitan Mayor, Cllr. Jason Murphy said, “I’m delighted to be here today to officially launch the Jubilee Memorial Community Garden, as I was born and bred quite literally a stone’s throw from here.  This project is particularly close to my heart and what will make this phase of the project and any future phases a success is the buy-in from us, the community.  This is your garden, this is your space.  Please enjoy it and take ownership of it and as a community come together to develop it how you wish, bursting with wildflowers, pollinators, colour, and scent.”

“The time is now for the community to link in with the Residents Association to form a working group to oversee the development and maintenance of the space going forward.”

Bulbs were planted by those from the area in memory of lost loved ones and a remembrance tree was blessed by Bishop Alphonsus Cullinan Diocese of Waterford and Lismore, as part of the 50th Jubilee of St. Paul’s Parish. Nuala Colfer from Central Avenue donated two tress to the Memorial Garden in memory of Joe and Kevin Colfer.

With refreshments provided by residents, and music by David Flynn, despite the inclement weather the occasion was enjoyed by all in attendance.

Michael Murphy of Waterford City and County Council’s Estate Management Team was delighted to co-ordinate the project with all the stakeholders.

“The idea of creating a community garden in an unused large open space is as inspired as it is pragmatic. This community garden is placed in the heart of Lisduggan, and it is sustainable, good for the environment, has health and well-being benefits and it strengthens community ties.  I look forward to seeing what the local community do in the months and years ahead to solidify and develop this space as a place to be proud of.”

John Burns, Chair of Lachville Lisduggan Residents Association added that the community was looking forward to the next phase of the community garden. “We’re delighted with how much progress has been made so far.  Already the difference is apparent, and the community has really embraced the idea of having a communal garden that everyone can benefit from.  There has been a great level of commitment and dedication from the residents and the Council in bringing the garden to fruition and we’re looking forward to seeing phase two rolled out.”

Reminder: Expressions of Interest sought for Commercial & Residential Tenant at 9 Main Street, Tramore

Waterford City & County Council are inviting Expressions of Interest (EOI) from commercially oriented parties interested in working in partnership with the Council to deliver and occupy an ‘exemplar living above the shop’ proposal at 9 Main Street, Tramore, Co Waterford.

The Council has secured funding from the Department of Housing, Local Government & Heritage to assist in the delivery of this project and the end use must be an exemplar residential above commercial premises  to meet grant requirements.

Screening of Writing Home in association with Waterford City Arts Office

Waterford City Arts Office is delighted to present a free screening of ‘Writing Home’, on Thursday March 16th at 6.30pm in The Waterford Gallery of Art.

The documentary about creative engagement was developed by poet Colm Keegan for homeless service users. The initiative was developed to improve understanding around issues of homelessness while supporting social integration and aims to inform policy decisions around the use of the arts within state funded services.

Colm worked with several service providers across the country, developing and delivering a programme of workshops to engage with homeless service users in Dublin, Kilkenny and Waterford with each location working towards a public celebration of the creativity of participants.

Colm worked with selected groups over a period of six weeks. These groups explored multiple means of written self-expression and reflection, like rap and spoken word as well as looking at structure, character and storytelling.  Each participant created a small body of work, based on their own life experiences.

The process was far more successful than envisaged, with real engagement from homeless service users, a marginalised group who can be difficult to reach using established Arts project delivery.  The creative potential unleashed and the wellbeing outcomes were such a revelation that the initiative was awarded Best Education/Training Initiative at the All Ireland Community & Council Awards (LAMAs).
