Advanced Notice – Road Closure arrangements for Waterford SPRAOI 2022

Notice is hereby given that Waterford City and County Council, in exercise of its powers pursuant to Section 75 Roads Act 1993, propose to close the following roads to through traffic during the times specified below on Friday, Saturday, Sunday and Monday, 29th July to 1st August, 2022 to facilitate the Waterford Spraoi Festival.

Objections or submissions may be made in writing to the Director of Services, Roads, Water and Environment, Waterford City and County Council, City Hall, The Mall, Waterford not later than 4pm on 21st June, 2022.

Active Travel Scheme – New Footpath & Pedestrian Crossing – Cheekpoint village

Waterford City & County Council proposes to undertake the construction of a new Footpath (approx. 95m) and Pedestrian Crossing on Cheekpoint Road (L4082) between Russianside Crossroads and Cheekpoint Park.

As part of the Active Travel works in the area, the objective is to improve walking routes, improve connections to existing public amenities and create a safe route and crossing point into the park and playground at the location set out on the attached drawing.

The drawing is available for inspection on below and is also on display in our Customer Services Departments in Bailey’s New Street in the City and Davitt’s Quay, Dungarvan from Tuesday 31st May to Monday 27th June, 2022.

The Council will consider any submissions or observations made in writing regarding the proposal. Submissions should be lodged with Ian Ludlow, Staff Officer, Active Travel Team, Waterford City & County Council, Menapia Building, The Mall, Waterford or by email to iludlow@waterfordcouncil.ie to be received by Monday 11th July 2022.

Notice is hereby given that Waterford City and County Council, in exercise of its powers pursuant to Section 75 Roads Act 1993, propose to close the following road to through traffic from 10pm Friday 24th June to 4pm on Saturday 25th June, 2022 to facilitate the Tramore Metalman Triathlon Event.

• The L4102 Cliff Road, Tramore from Newtown Cove Carpark to junction with the L8089 Newtown Woods Road.

Cllr. Jason Murphy Reclaims the Waters for Waterford City Mayor

In 1626, the city of Waterford was granted a new charter by King Charles I. Known as the Great of Governing Charter, it confirmed all previous charters and privileges granted to the City. Under its terms, the Mayor of Waterford was also conferred with the office of ‘Admiral of the Harbour’. This empowered the Mayor of Waterford City to hold admiralty courts within the harbour.

As a port City with a long maritime history, the harbour of Waterford has been a great asset to our City, and an important trading route for centuries.

On 13th June 2022, Waterford City Councillor, Jason Murphy set sail from the Frank Cassin Wharf to the mouth of the Waterford Estuary, off Dunmore East, to commemorate this event.

Cllr. Murphy was there to ‘Reclaim the Waters’ on behalf of Cllr. Séamus Ryan, Mayor of the Waterford Metropolitan area.

Cllr. Murphy took part in the Reclaim the Waters ceremony by stating “At this place where the Three Sisters rivers meet, to drive out King Neptune, I will throw this silver dart into the place where the rivers meet, and I declare:

“According to the Governing Charter of Waterford City, as granted by King Charles I, on behalf of the Mayor of Waterford and Admiral of the Harbour, I claim these waters”.

Boil Water Notice remains in place over the weekend for those supplied by the Ballymacarbry Public Water Supply

Utility hopeful BWN can be lifted next week

Irish Water would like to remind residents of Ballymacarbry, supplied by the Ballymacarbry Public Water Supply that the Boil Water Notice remains in place and to continue to boil their water before use. Following consultation with the Health Service Executive (HSE), Irish Water and Waterford City and County Council issued a Boil Water Notice on Friday, May 13 to protect the health of approximately 671 consumers supplied by the Ballymacarbry Public Water Supply scheme. The utility is working towards lifting the Boil Water Notice as soon as possible with testing and works ongoing, and are hopeful the notice can be lifted next week, once the satisfactory results are received.

Ballymacabry has experienced water shortages over previous summers, and in an effort to supplement the supply a new trail well was drilled. The works on site resulted in increased turbidity in the supply and experts are currently working to bring in the new supply and reduce the increased levels in turbidity.

This Boil Water Notice applies to all consumers supplied by the Ballymacarbry Public Water Supply including the following areas: Ballymacarbry, Castlereagh, Knockalisheen, Nire and Fourmilewater. Customers can also check if they are impacted by this Boil Water Notice by visiting www.water.ie/help/water-quality/ and entering their property’s Eircode in the search bar.

Irish Water’s Ronan Walsh acknowledged the impact of this notice on the community and regrets the inconvenience to impacted customers, adding: “We understand the frustration in the community that the Boil Water Notice has not yet been lifted. However, public health is Irish Water’s number one priority, and we are working closely with Waterford City and County Council to restore drinking water quality for all impacted customers in Ballymacarbry and to lift the Boil Water Notice as quickly as it is safe to do so, and in consultation with the HSE. We regret the impact that this Boil Water Notice will have on the local community and would like to assure them that we are prioritising works to restore a safe water supply with a view of lifting the notice as soon as it is safe to do so.

Vulnerable customers who have registered with Irish Water will receive direct communication on this Boil Water Notice and are reminded that the water is safe to consume once boiled and cooled. In line with HSE advice on hand washing, Irish Water advises that the water remains suitable for this purpose and boiling the water is not required.

Water must be boiled for:

•    Drinking;

•    Drinks made with water;

•    Preparation of salads and similar foods, which are not cooked prior to eating;

•    Brushing of teeth;

•    Making of ice – discard ice cubes in fridges and freezers and filtered water in fridges. Make ice from cooled boiled water.

What actions should be taken:

•    Use water prepared for drinking when preparing foods that will not be cooked (e.g. washing salads);

•    Water can be used for personal hygiene, bathing and flushing of toilets but not for brushing teeth or gargling;

•    Boil water by bringing to a vigorous, rolling boil (e.g. with an automatic kettle) and allow to cool. Cover and store in a refrigerator or cold place. Water from the hot tap is not safe to drink. Domestic water filters will not render water safe to drink;

•    Caution should be taken when bathing children to ensure that they do not swallow the bathing water;

•    Prepare infant feeds with water that has been brought to the boil once and cooled. Do not use water that has been re-boiled several times. If bottled water is used for the preparation of infant feeds it should be boiled once and cooled. If you are using bottled water for preparing baby food, be aware that some natural mineral water may have high sodium content. The legal limit for sodium in drinking water is 200mg per litre. Check the label on the bottled water to make sure the sodium or `Na’ is not greater than 200mg per litre. If it is, then it is advisable to use a different type of bottled water. If no other water is available, then use this water for as short a time as possible. It is important to keep babies hydrated.

Great care should be taken with boiled water to avoid burns and scalds as accidents can easily happen, especially with children.

Public Consultation : Proposed Walking Trail at Cappoquin, Co. Waterford

Notice is hereby given that Waterford City & County Council proposes to seek approval of An Bord Pleanála for a proposed walking trail at Cappoquin and Kilbree East, Co. Waterford, comprising

  • A steel platform structure to link Avonmore Bridge with the existing Cappoquin Rowing Club access ramp
  • Refurbishment of the existing Cappoquin Rowing Club access ramp with anti-slip surfacing and new balustrades
  • A new, asphalt surfaced trail route through the grounds of Cappoquin Rowing Club
  • New steps and pathway from Cappoquin Rowing Club to the N72
  • A new pedestrian and vehicular access between Port na h’Abhann and Cappoquin Rowing Club
  • Steps, stone gabions and landscaping between the proposed vehicular access to Cappoquin Rowing Club and the river
  • A paved walking route along the quay wall to the rear of properties on Port na h’Abhann, including new restraint along the river
  • New public realm spaces and a refurbished slipway at Cappoquin Boat Club
  • A woodland embankment trail on the eastern approach to the Old Red Railway Bridge, together with landscaping of the embankment and timber post and wire fence
  • Refurbishment of the masonry and steel sections of the Old Red Railway Bridge to form a new walking route, including asphalt surfacing on the masonry section of the bridge, decking to support composite surfacing on the steel section, balustrades, and planted areas
  • Surface treatment of the existing steel on the Old Red Railway Bridge, including grit blasting and surface coating
  • A new steel access ramp to provide multi-user access to the western landing of the Old Red Railway Bridge, including balustrades
  • Refurbishment of the existing footpath along Tourin Road using asphalt and granite kerbing
  • Refurbishment of the existing footpath along Avonmore bridge using natural stone paving together with a new drainage channel
  • Public lighting along the entire trail route

An Architectural Heritage Impact Assessment Report has been prepared in respect of the effect of the proposed development on these structures. An Appropriate Assessment Screening Report and Natura Impact Statement (NIS) has been prepared as part of the application for approval in respect of the proposed scheme.

An Bord Pleanála may give approval to the application for development with or without conditions or may refuse the application for development.

A copy of the Plans and Particulars for the development, the Natura Impact Statement, and the Appropriate Assessment Screening Report will be available for inspection at the following locations during working hours from Friday 27th May 2022 to Friday 8th July 2022 inclusive:

The Natura Impact Statement and the Appropriate Assessment Screening Report may be inspected free of charge or purchased on payment of a specified fee (which shall not exceed the reasonable cost of making such copy).
Submissions or observations may be made in writing only to An Bord Pleanála, 64 Marlborough Street, Dublin 1 D01V902 during the above-mentioned period relating to:

  • The impact of the proposed development, if carried out, for proper planning and sustainable development in the area or areas concerned.
  • The likely effects of the proposed development on the environment, and
  • The likely significant effects of the proposed development on a European site.

Submissions or observations must be received by An Bord Pleanála not later than 5.30 pm on Friday 8th July 2022.

A person may question the validity of a decision by An Bord Pleanála by way of an application for judicial review, under Order 84 of the rules of the Superior Courts (S.I. No.15 of 1986) in accordance with Section 50 of the Planning and Development Act 2000 (as amended).

The Ireland Strategic Investment Fund (ISIF)

The Ireland Strategic Investment Fund (ISIF), part of the National Treasury Management Agency (NTMA), has announced plans for investment programmes in each of Ireland’s 5 regional cities – Cork, Galway, Limerick, Waterford and Kilkenny.

The new initiative will be a cornerstone of ISIF’s new investment strategy, being launched today, and will result in major investment being targeted to each city in the form of new places to work, places to live and enabling investments resulting in regeneration of our regional city centres. ISIF, in addition, will target investments at emerging and scaling businesses in the regional cities and other opportunities to support sustainable growth.

While ISIF’s statutory mandate to invest for a commercial return in investments that support economic activity and investment in Ireland remains unchanged, the focus of the new strategy will be on long-term transformational investments addressing key strategic challenges facing the country. These include climate action, housing and enabling infrastructure, scaling indigenous businesses, and food and agriculture.

Other key elements of the new strategy include:

− The scaling-up of successful start-up businesses to enable them to reach the €1 billion “unicorn” valuation within 5 years.

− ISIF funding the delivery of 25,000 new homes by 2030 through a range of equity and debt investments. The new initiative will build on ISIF’s existing delivery of housing, which has seen it already commit €950 million to housing investments that are on course to deliver 16,000 new homes over the coming years.

− ISIF’s previously-announced plans to invest €1 billion in transformational climate action investments that will support Ireland’s transition to a Net Zero low-carbon economy.

− Investments will focus on four key themes: Housing and enabling infrastructure; Climate; Scaling Businesses; and Food and Agriculture. Existing priority themes of Brexit and Regional Development will be incorporated in each of the 4 new themes.

− ISIF will retain the flexibility to invest outside of these 4 themes if necessary, using a new pool of capital under a National & Compelling theme which will be dedicated to unforeseen macroeconomic events such as the shock triggered by the Covid pandemic.

The Minister for Finance, Paschal Donohoe TD, said:

“I welcome the launch of ISIF’s new Investment Strategy with its focus on long-term transformational investments addressing key strategic challenges facing the country including climate action, housing, scaling indigenous businesses, and food and agriculture.

I am greatly reassured by the fact that ISIF retains the flexibility to invest outside of those 4 themes, if necessary, using a new pool allocated to National & Compelling investments, dedicated to unforeseen macroeconomic events such as the shock triggered by the Covid-19 pandemic. Having this flexibility allows the Pandemic Stabilisation and Recovery Fund (PSRF), established in response to the pandemic, to be wound down.

I am also very pleased to see that a cornerstone of the strategy is a €500 million city-specific investment programme to unlock the full economic potential of Ireland’s 5 regional cities of Cork, Galway, Limerick, Waterford and Kilkenny.”

Active Travel Scheme – Newtown, Tramore – Pedestrian & Cyclist Scheme

In accordance with Article 81 of Part 8 of the Planning and Development Regulations 2001 (as amended), notice is hereby given that Waterford City and County Council proposes to carry out the following development: Pedestrian and Cycle Active Travel scheme along the Newtown Hill and Newtown Glen in Tramore, Co. Waterford. Waterford City & County Council intend to carry out a pedestrian and cycle improvement scheme along the Newtown Hill and Newtown Glen in Tramore.

The scheme comprises of the narrowing of the existing carriageway and provision of new and upgraded pedestrian and cycle facilities within the scheme extents. The implementation of this scheme will create a safer route and environment for all road users with a strong emphasis on non-motorized road users and encourage a modal shift from private car use to more sustainable and active travel options, as part of our actions to reduce transport related carbon emissions. The main elements of the proposed scheme are:

  • Reduction in carriageway width by the provision/improvement of footpaths and cycle lanes and shared surface to encourage reduction in speed and to reduce crossing distances at pedestrian crossings.
  • Provision of adequate width footpaths throughout the scheme.
  • Provision of an adequate cycle-pedestrian shared facility along L4054-0 Newtown road and L-8089-0 Newtown Woods road.

The works will include upgrade of existing footpaths, new footpath construction, new cycle lanes, public lighting, controlled pedestrian crossing points with raised table, build outs, new road markings, upgraded road signage, services diversions, new boundary treatments, accommodation works, and all ancillary works necessary for completion. In accordance with Section 250 of the Planning and Development Regulations 2001 as amended, the Council has carried out an appropriate assessment screening and has determined that an Appropriate Assessment is not required.

In accordance with Article 120 of the Planning & Development Regulations 2001 as amended, the Council has carried out an EIA screening and has determined that an EIAR is not required. Any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanála for a screening determination as to whether the proposed development would be likely to have significant effects on the environment. Plans and more detailed particulars of the proposed development will be available on our website for inspection during the period Tuesday 17th May, 2022 to Wednesday 15th June, 2022 and also in our Customer Services Departments in Bailey’s New Street in the City and Davitts Quay, Dungarvan.

Reminder: Book Launch tomorrow – Four Voices

All are welcome to the launch of the poetry book collection, Four Voices: A Conversation on Thursday 16 th June from 6pm – 8pm in Dungarvan Library.

This collection is by four Waterford-based women, Mary McCarthy, Siobhán Mullins, Marie O’Meara and Sherry Young and the publication was assisted by a grant from the Waterford City and County Council Arts Office.

The collection draws upon the experiences of the authors in Ireland, Africa, India and New England. The authors’ status as Irish citizens anchors the literary conversation. Their lives as women, poets and international workers brought them together. The poems reflect the diversity and rich influences of the places and people about which they write. At the launch, Waterford poet Lani O’Hanlon will moderate a short discussion amongst the poets. There will be time for refreshments and conversation.

The books will be on sale in Dungarvan at David Walsh’s on Main Street and The Country Store on Mitchell Street. You can find it in Waterford at The Book Centre on Barronstrand Street.
